The Amendment applies the Public Acquisition Overlay (PAO22) to part of 25 Congupna West Road, Congupna and part of 226 Old Grahamvale Road, Congupna to reserve land for the construction of drainage infrastructure necessary to address flooding issues in urban Congupna.

An Independent Planning Panel convened on 20 September 2016 to review proposed Amendment C187 to the Greater Shepparton Planning Scheme and all submissions received during exhibition of the Amendment.
Council officers requested an Expert Witness Report, prepared by Paffrath Consulting, to be presented at the Panel Hearing.
The Independent Planning Panel recommended that Greater Shepparton Planning Scheme Amendment C187 be adopted as exhibited subject to Map 11PAO be amended to extend the size of PAO22 on part of 226 Old Grahamvale Road, Congupna (Lot 2 LP207658) from 6,500 square metres (65 metres by 100 metres) to 8,050 square metres (80.5 metres by 100 metres).
At the 22 November 2016 Ordinary Council Meeting, Council resolved to adopt Amendment C187 with post-exhibition changes and submit to the Minister for Planning for approval.
