Amendments C204 and C205 Implementation of the Greater Shepparton Heritage Study Stage IIC 2017

The Greater Shepparton Heritage Study Stage IIC 2017 (the Study) identified and investigated places of heritage significance across Greater Shepparton and had a particular focus on rural areas.

The Study was prepared by Heritage Concepts Pty Ltd and identified 180 places across Greater Shepparton to be of heritage significance including five new heritage precincts in Dookie and Murchison. Amongst other things, the Study recommended that a Heritage Overlay be applied to these places to conserve them.

A draft Study was endorsed by Council at the Ordinary Council Meeting (OCM) held on 18 July 2017 and released for public comment. All affected land owners and occupiers of land included in the draft Study were directly notified provided with the opportunity to attend one-on-one meetings with Council officers and Heritage Concepts Pty Ltd. Site visits were also undertaken as part of this process.

57 submissions were received by Council, which provided a wealth of information ensuring that the Study was accurate and robust.

Following this lengthy consultation period, Heritage Concepts Pty Ltd reviewed all submitted feedback, comments and submissions received and amended the Study accordingly. The final Study was adopted by Council at the OCM held on 19 December 2017.

Amendments C204 (interim heritage controls) and Amendment C205 (permanent heritage controls) seek to give effect to the findings and recommendations of the Study in the Greater Shepparton Planning Scheme (Planning Scheme).

Amendment C204 (Interim Heritage Controls)

Amendment C204 to the Planning Scheme was approved by the Minister for Planning and included in the Victoria Government Gazette on 20 November 2018. Interim heritage controls now apply to sites of local cultural heritage significance identified in the Study.

Amendment C205 (Permanent Heritage Controls)

Council is preparing Amendment C205 to apply permanent heritage controls to all places in the Study. The amendment will be placed on exhibition in early 2019, and all land owners, occupiers of land and other stakeholders will be invited to make a submission at that time.
