The Amendment proposes to rezone land at 221-229 Numurkah Road and 10 Ford Road, Shepparton from the Commercial 2 Zone to Commercial 1 Zone and apply the Public Acquisition Overlay to part of 221-229 Numurkah Road, Shepparton, part of 38-50 Ford Road, Shepparton and part of 25 Hawkins Road, Shepparton.
The Amendment proposes to implement the findings and recommendations of the Commercial Activity Centres Strategy, November 2015 in relation to Shepparton North, to rezone land to facilitate the development of a supermarket and associated retail floorspace.
The application is for a permit to use the land for a community meeting space, buildings and works in the Commercial 1 Zone, erection and display of advertising signs, a packaged liquor licence and creation of access to a Road Zone Category 1.

An Independent Planning Panel was requested to review proposed Amendment C193 to the Greater Shepparton Planning Scheme and all submissions received during exhibition of the Amendment.
The Independent Planning Panel Report was released on 6 November 2018 and has been approved by council at the Ordinary Council Meeting on 21 November 2018.
The Panel Hearing took place from July 24 to August 10 2017 at Quality Hotel Parklake, Shepparton and Planning Panels Victoria, Spring Street, Melbourne.
At the 21 November 2017 Ordinary Council Meeting, Council resolved to split Amendment C193 into Part 1 (Public Acquisition Overlay) and Part 2 (Lascorp Site) in accordance with the recommendations of the Planning Panel Report. Council resolved to adopt Amendment C193 Part 1 and submit to the Minister for Planning for approval.
At the 21 November 2017 Ordinary Council Meeting, Council resolved to defer consideration of Amendment C193 Part 2 and planning permit application 2016-269.
Amendment C193 Part 1 (Public Acquisition Overlay) was approved by the Minister for Planning and was gazetted in the Victoria Government Gazette on 7 June 2018.
