Proposed Nixon Street School Bus Interchange

At the Ordinary Council Meeting held on 20 February 2018, Council resolved to endorse the Draft Nixon Street School Bus Interchange Concept Plan February 2018 and the Draft Skene Street Centre of the Road Car Parking Concept Plan February 2018 (Draft Concept Plans) and to release the Draft Plans for public comment for a period of four weeks, commencing on 26 February 2018 and concluding on 26 March 2018.


The Balaclava Road / Hawdon Street / New Dookie Road / Verney Road intersection will be upgraded from a roundabout to a signalised intersection to reduce congestion and improve safety, particularly during peak demand periods.

The existing Balaclava Road Bus Interchange accommodates six school bus bays and caters to the needs of a number of public and private schools within the Shepparton and Mooroopna Area.

As part of the preparation of detailed designs for the upgraded intersection in mid to late 2017, it became apparent that the continued operation of the existing school bus interchange, located on the northern side of Balaclava Road, would be difficult to accommodate during both the construction phase and the operational phase of the upgraded intersection.

The following bus movements will be significantly impacted upon:

  • Buses that need to re-enter Balaclava Road traffic and turn right at the intersection to travel south down along Hawdon Street; and
  • Buses that undertake a U-turn at the existing roundabout to travel west along Balaclava Road.

As such, it is desirable to relocate the existing Balaclava Road Bus Interchange before works commence on the upgrading of the intersection. This will help to minimise any disruptions to the construction works and to the continued operation of the Bus Interchange.


A preliminary investigation was conducted by Council in November and December 2017. The investigation identified the preferred location to relocate the Balaclava Road Bus Interchange. The preferred location is located immediately to the south of Deakin Reserve on the northern side of Nixon Street between Harold and Skene Streets.

Seven permanent school bus bays will be realised and the existing public bus bay will be retained. The existing 24 car parking on the northern side of Nixon Street directly abutting Deakin Reserve will be removed. Upon completion, vehicles will be permitted to park in the school bus bays during weekdays outside of the bus pick-up/drop-off times and all day at weekends.

To offset the loss of the 24 car parking spaces along Nixon Street, 38 centre-of-the-road car parking spaces are proposed to be provided along Skene Street between Nixon and Fryers Streets. The Draft Skene Street Centre of the Road Car Parking Concept Plan February 2018 also identifies 11 new street trees and replanting of the existing street trees along this section of Skene Street.

Estimated Cost

The cost of the relocation of the Bus Interchange is estimated to be $590,000 and the construction of centre-of-the-road car parking along Skene Street is estimated to be $365,000.

Affected land owners and occupiers of land along Nixon Street will be directly notified in late February to inform them of the Draft Concept Plans.

Public Submissions

Council is now inviting the public to inspect the Draft Concept Plans and to make a formal submission. You may inspect the Draft Concept Plans, free of charge, at the following locations:

  • during office hours, at the office of the planning authority, Greater Shepparton City Council, 90 Welsford Street, Shepparton

Submissions must be made in writing, giving the submitter’s name and contact address, clearly stating the grounds on which the Draft Concept Plans are supported or opposed and indicating what changes (if any) the submitter wishes to make.
