Busking

A permit must be obtained before busking in the City of Greater Shepparton.

Busking conditions

  1. Busking is defined as any street performance including playing a musical instrument and/or singing, conjuring, juggling, mine, mimicry, dance, pavement art, puppetry, performance act, recitation and other appropriate theatrical and visual form.
  2. Direction by members of the Victorian Police Force or an Authorised Officer of the Council must be complied with at all times.
  3. Permits are issued for no more than 2 months at a time.
  4. Permits shall not be held by persons performing on behalf of any political or religious group.
  5. Permit holders shall not advertise or associate themselves with advertising in conjunction with any performance.
  6. The use of amplifiers is permitted but the volume of sound must not exceed a reasonable level and must not interfere with traders or other activities in the area. Where there is a complaint about the level of noise the acceptable level shall be determined by an Authorised Officer of Council. Should the noise level exceed this standard, the permit holder shall reduce the level upon being directed to do so.
  7. Buskers shall avoid behaviour which may cause annoyance to the public and there shall be no undue obstruction to pedestrians or vehicle traffic, and entrances to shops and buildings shall be kept clear at all times.
  8. The direct soliciting or collections of donations is prohibited.
  9. The permit holder shall not sell, offer or expose for sale any article or commodity.
  10. Concentrated periods of activity are not to exceed 20 minutes in duration and breaks of at least 10 minutes shall be provided between such periods.
  11. No performance is to continue at the same location for more than 2 hours per day.
  12. Unless specifically provided for, no more than 6 persons may participate in any one busker’s performance.
  13. Drawings, sketches and other artworks made on the pavement must be in an easily erasable, non-permanent medium such as chalk, charcoal or pastel and must not be in crayon, paint or any other permanent or staining medium.
  14. Persons under the age of 15 years shall not form any part of the performance unless permission in writing has been given by the child’s parent or guardian and an application for Child Employment had been completed and permission granted from the Industrial Relations Commission.
  15. Permits are not transferable and must be produced on demand by an Authorised Officer.
  16. Failure to comply with these conditions shall render the permit holder liable to cancellation of the permit by an Authorised Officer of the Greater Shepparton City Council.
