Council Meeting - 28 April 2026

A Council Meeting will be held on Tuesday 28 April 2026 at 3:00pmThe meeting will be held in the Council Boardroom, 90 Welsford Street, Shepparton.

The meeting will be open to members of the public to attend. A live stream of the meetings will also be made available, and can be accessed via Facebook and YouTube.

All care is taken to maintain your privacy; however, as a visitor in the public gallery, it is assumed that your consent is given in the event that your image is broadcast to the public. It is also assumed that your consent is given to the use and disclosure of any information that you share at the meeting (including personal or sensitive information) to any person who access those recordings or Minutes.

Overview

Amendment C254gshe proposes to rezone most of the land at 37 Johnstone Road, Tatura and part of the road reserve of Johnstone Road from Low Density Residential Zone to Neighbourhood Residential Zone, amend the Specific Controls Overlay to remove the land from “SCO3” and amend Schedule 22 to Clause 43.04 (Development Plan Overlay) to update the provisions and insert a revised Tatura Northeast concept plan.

Details of the amendment

The Greater Shepparton City Council planning authority has prepared Amendment C254gshe to the Greater Shepparton Planning Scheme. 

The land affected by the amendment is known as Lot B on PS745754, 37 Johnstone Road, Tatura.

The amendment proposes to:

  • Rezone most of the land at 37 Johnstone Road, Tatura and part of the road reserve of Johnstone Road from Low Density Residential Zone, Schedule to Neighbourhood Residential Zone, Schedule 1 (Neighbourhood Residential Areas).
  • Amend the Specific Controls Overlay, Schedule to remove the affected land from “SCO3” (Goulburn-Murray Water: Connections Project and Water Efficiency Project Incorporated Document, November 2021) given the land is no longer used for irrigated agriculture.
  • Amend Schedule 22 (Tatura Northeast) to Clause 43.04 (Development Plan Overlay) to insert new bushfire protection measures, ensure consistency with the Ministerial direction – Form and content of planning schemes and insert a revised Tatura Northeast concept plan.

Any person may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.

Name and contact details of submitters are required for the planning authority to consider submissions and to notify such persons of the opportunity to attend planning authority meetings and any public hearing held to consider submissions.

The closing date for submissions is 25 May 2026. A submission must be sent to the Strategic Planning team, Greater Shepparton City Council, PO Box, Shepparton.

The planning authority must make a copy of every submission available at its office and/or on its website for any person to inspect free of charge until the end of the two months after the amendment comes into operation or lapses.

The application and any supporting documents can be viewed on the Greater Shepparton City Council’s website. 

Any person who may be affected by the granting of the permit may object or make other submissions to Greater Shepparton City Council via Council’s website.  Objections must be in writing via Council’s website and must state the reasons for the objection and how you would be affected by the granting of a permit for the application.

Greater Shepparton City Council will not decide on the application before 20 April 2026.

If you object, the Responsible Authority will notify you of its decision.

The proposal is for the 2 lot subdivision and construction of a dwelling in the General Residential Zone and removal of Restrictive Covenant G035728.

The Minister for Planning has approved Amendment C198gshe to the Greater Shepparton Planning Scheme.

The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 23 October 2025.

The Amendment rezones 13.45 hectares of land located at 100 Ryans Road, Dookie being Lot 2 on PS712899 and all the land on Certificate of Title Volume 11572 Folio 135X currently zoned Farming Zone to Low Density Residential Zone to facilitate the development of the site for low density residential purposes

The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 22 August 2025.

The Amendment rezones 4.1 hectares of land located at 294 McLennan Street, Mooroopna being Lot 1 on PS649091 currently zoned Farming Zone to the Neighbourhood Residential Zone to facilitate residential development within part of the Mooroopna West Growth Corridor.
