A Council Meeting will be held on Tuesday 19 December 2023 at 3:00pm. The meeting will be held in the Council Boardroom, 90 Welsford Street, Shepparton.
The meeting will be open to members of the public to attend. A live stream of the meeting will also be made available, and can be accessed via Council's Facebook page.
All care is taken to maintain your privacy; however, as a visitor in the public gallery, it is assumed that your consent is given in the event that your image is broadcast to the public. It is also assumed that your consent is given to the use and disclosure of any information that you share at the meeting (including personal or sensitive information) to any person who access those recordings or Minutes.

PROPOSED SALE OF LAND AT 250 TOOLAMBA ROAD MOOROOPNA
Greater Shepparton City Council is seeking community feedback in accordance with section 114 of the Local Government Act 2020 (Act) of its intention to sell one or more lots within Stage 1, GV Link, being part of the land at 250 Toolamba Road, Mooroopna (Proposal).
Stage 1 is the first stage of development of GV Link, in accordance with a long-term strategic objective of Council and the current zoning of the land.
The land that is the subject of the Proposal is Stage 1, being the land generally shown on the GV Link – Staging Plan below, and being part of the land contained in certificates of title Volume 11071 Folios 690 and 695, and Volume 12022 Folio 891.
The lots shown within Stage 1 on the GV Link – Staging Plan are indicative only, and the final lots created and sold may vary in size and/or dimension.
The Proposal is that one or more lots in Stage 1 be sold by private treaty on terms including:
- to purchasers which are business operators, manufacturers, producers, or persons of a like nature;
- at a discount to market value, as an early mover advantage; and
- in consideration of commitments from the purchasers for the early development of part of the relevant lot.
As part of its community engagement process, Council is inviting submissions on the Proposal .
Any person wishing to make a submission must do so in writing by no later than 5PM Friday, 22 December 2023.

Greater Shepparton City Council is seeking community feedback in accordance with section 114 of the Local Government Act 2020 on its intention to sell parcels 1 and 2, one or both forming part of the land at 45 Parkside Drive, Shepparton (Proposal).
The land that is the subject of the Proposal is indicatively shown as parcels 1 and 2 on the below plan, being part of the land contained in certificate of title Volume 11116 Folio 382.
The Proposal is that one or both of parcels 1 and 2 be sold by private treaty on terms including:
- parcel 1 to be sold to the Minister for Health, or the Secretary to the Department of Health, or their nominee, for the development as an Early Parenting Centre;
- parcel 2 to be sold to Goulburn Valley Health or an approved nominee for development of staff accommodation;
- the sale price is to be determined having regard to market value and the community benefit generated by one or both sales;
- settlement of each parcel will be conditional on registration of a plan of subdivision creating separate titles for each parcel; and
- access prior to settlement for construction and/or use may be granted to the purchasers, under a lease, licence, or other mechanism approved by Council.
The parcels and/or areas shown on the below plan are indicative only, and the final parcels and/or areas created and sold may vary in size and/or dimension, or be located elsewhere in the land comprising 45 Parkside Drive.

TEMPORARY ROAD CLOSURE – HAYES STREET, SHEPPARTON
Greater Shepparton City Council advises of upcoming asphalt re-surfacing works occurring on Hayes Street Shepparton between Wyndham Street and Johnson Street, resulting in full road closure. The works commence on Monday 20 November to Friday 24 November from 7.00am to 5.00pm each day.
Local residents living in the area will have access to their properties, with some delays expected during construction.
Anyone who may be driving in this location during the times mentioned is asked to obey all worksite and advisory signage, as well as the direction of traffic controllers. Council asks for residents to take care and be aware of traffic detours.

ROAD CLOSURES – WILMOT RD, SHEPPARTON
Greater Shepparton City Council advises that asphalt re-surfacing works will occur on the following streets between the hours of 7.00am to 5.00pm, with partial and full road closure as follows:
SECTION 1 – Monday 20 and Tuesday 21 November
Full road closure of Wilmot Road, Shepparton between Wyndham St and Meaklim Street. There will be no access onto Wilmot Road from Community Street.
SECTION 2 – Wednesday 22 and Thursday 23 November
Partial intermittent road closure of Wilmot Road, Shepparton between Meaklim Street and Gibbons Road under traffic management. There will be no access to Wilmot Road from Sanderson Street, Colliver Road or Meaklim Street.
SECTION 3 – Friday 24, Monday 27 and Tuesday 28 November (Open 25 and 26 November)
Partial intermittent road closure of Wilmot Road, Shepparton between Colliver Road and Bradford Road. There will be no access to Wilmot Road from McPherson Street, Gibbons Road or Muntz Court.
Reminder: The re-construction of approximately 120 metres of concrete kerb and pathway works, renewal of the bus shelter, on Wilmot Road, between Community Street and Wyndham Street will continue for another 3 weeks, as previously advised.
To ensure public safety and facilitate the works, road closures and strategic detours will be in place. Motorists are advised to please adhere to all worksite and advisory signage, and follow the instructions provided by traffic controllers on-site.
Local residents will have access to their properties with some delays expected during construction.

GREATER SHEPPARTON CITY COUNCIL PLANNING SCHEME
Notice of the preparation of an amendment
Amendment C245
The Greater Shepparton City Council has prepared Amendment C245 to the Greater Shepparton Planning Scheme.
The land affected by the amendment is identified in the Shepparton North Sub-Regional Activity Centre Structure Plan (Mesh Planning, 2023) and shown in Figure 1 – Shepparton North Framework Plan below.
Clause 37.08 of the Planning Scheme. This will support the progressive transformation of Shepparton North into a fully functioning, integrated activity centre.
The amendment removes the existing Design and Development Overlay Schedule 9 (DDO9), Development Plan Overlay Schedule 19 (DPO19), and amends Development Plan Overlay Schedule 4 (DPO4) by consolidating the provisions into the new Schedule 2 to the Activity Centre Zone.
You may inspect the amendment, any documents that support the amendment and the explanatory report about the amendment, free of charge, at:

Any person who may be affected by the amendment may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
Name and contact details of submitters are required for council to consider submissions and to notify such persons of the opportunity to attend council meetings and any public hearing held to consider submissions. The closing date for submissions is 5pm on Thursdays, 14 December 2023. A submission must be sent to the Greater Shepparton City Council, Locked Bag 1000 Shepparton VIC 3632 or sent via email to council@shepparton.vic.gov.au.
The planning authority must make a copy of every submission available at its office and/or on its website for any person to inspect free of charge for two months after the amendment comes into operation or lapses.

Adjusted Development Contribution Rates for the Mooroopna West Growth Corridor
The development contribution rates for the Mooroopna West Growth Corridor are adjusted annually for the duration of the Mooroopna West Growth Corridor Development Contributions Plan. The following rates were adjusted on 17 September 2023 and are applicable from 1 July 2023 to 30 June 2024. These rates should be read in conjunction with Schedule 3 to the Development Contributions Plan Overlay in the Greater Shepparton Planning Scheme.
