Amendment C241gshe – Heritage Overlay
The amendment seeks to apply the Heritage Overlay to:
- 1125 Bells Road, Gowangardie;
- 116 Knight Street, Shepparton,
- 241 Hickey Road, Katandra West, and
- 28 Sutherland Avenue, Shepparton.
Heritage assessments prepared by Greater Shepparton City Council’s Heritage Advisor confirm that the four sites meet the threshold for local significance and warrant formal heritage protection through the application of a Heritage Overlay.
The inclusion of the individual places in the Heritage Overlay is the appropriate planning mechanism to protect the heritage values of locally significant places. The overlay requires a permit to be granted for building and works, including demolition, to ensure proposed changes respect heritage values.
Additional heritage controls applying to three of the four places will ensure contributory heritage elements are identified and protected, including:
- ‘Solid log barn and outbuilding’ at 1125 Bells Road Gowangardie (HO440)
- Including internal controls to the internal layout and original finishes (walls, ceiling and floor) of the barked wall and timber slab barn, and the chaff shed. The barked wall and timber slab barn, and the chaff shed are not exempt from notice and review under Clause 43.01-4.
- ‘Knitlock House’ at 116 Knight Street, Shepparton (HO441)
- The front fence is not exempt from notice and review under Clause 43.01-4.
- ‘St Bernard’s Catholic Church’ at 241 Hickey Road, Katandra West (HO442)
- Including tree controls for two palm trees (Phoenix Canariensis). The front fence and wrought iron gates are not exempt from notice and review under Clause 43.01-4.

Submissions
Any person who may be affected by the Amendment and can make a submission to the planning authority.
Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the Amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearing held to consider submissions.
Submissions about the amendment and planning must be received by 5pm Friday 22 August, 2025.

The planning authority must make a copy of every submission available at its office for any person to inspect, free of charge, for two months after the Amendment comes into operation or lapses.
