Amendment C245gshe – Shepparton North Activity Centre Zone
Greater Shepparton City Council (Council) has prepared Amendment C245gshe to the Greater Shepparton Planning Scheme (Planning Scheme).
The amendment application to land identified in the identified in the Shepparton North Sub-Regional Activity Centre Structure Plan (Mesh Planning, 2023), and shown in Figure 1 – Shepparton North Framework Plan below.
The proposed amendment will rezone land within the Shepparton North Framework Plan currently Zoned Commercial 1 Zone (C1Z), Commercial 2 Zone (C2Z), Industrial 1 Zone (I1Z), Urban Flood Zone (UFZ), General Residential Zone (GRZ) to the Activity Centre Zone Schedule 2 (ACZ2) at Clause 37.08 of the Planning Scheme. This will support the progressive transformation of Shepparton North into a fully functioning, integrated activity centre.
The amendment removes the existing Design and Development Overlay Schedule 9 (DDO9), Development Plan Overlay Schedule 19 (DPO19) and amends Development Plan Overlay Schedule 4 (DPO4) by consolidating the provisions into the new Schedule 2 to the Activity Centre Zone.
The amendment also proposes changes to various sections of the Planning Scheme to ensure consistency with the amendment and appropriate reference to the Shepparton North Activity Centre and Activity Centre Zone.
The proposed scheme Amendment C245gshe was heard before Planning Panels Victoria on 26, 27, 28, 29 and 30 February and 4 and 5 March 2024.
The Panel Report for the Greater Shepparton Planning Scheme Amendment C245gshe Shepparton North Activity Centre Structure Plan was received by Council on 28 March 2024.
Zoning Maps
- Amends Planning Scheme Map No. 13 and No. 14 to rezone the Shepparton North Activity Centre area, excluding the Shepparton Sports and Recreation Precinct, to the Activity Centre Zone (ACZ2);
Overlay Maps
- Inserts Planning Scheme Map No. 14RXO to apply to Doody Street road reserve.
- Deletes Planning Scheme Maps No. 13 Development Design Overlay and No.14 Development Design Overlay.
- Amends Planning Scheme Map No. 14 Development Plan Overlay to remove Development Plan Overlay 4 and Development Plan Overlay 19.
- Deletes Development Plan Overlay Schedule 19 to refer to the Schedule to the Activity Centre Zone.
Planning Scheme Ordinance
- Amend the Planning Policy Framework at Clause 17.02-1L to recognise the Shepparton North Activity Centre and the Shepparton North Sub-Regional Activity Centre Structure Plan (Mesh Planning, 2023) as an incorporated document in the Planning Scheme.
- Inserts a new Schedule 2 to the Activity Centre Zone Clause 37.08 Activity Centre Zone (ACZ2);
- Inserts a new Clause 45.04 (Road Closure Overlay) to identify Doody Street as a road that is closed by this amendment.
- Inserts the provisions and requirements of Design and Development Overlay Schedule 9 into the Schedule to the Activity Centre Zone.
- Amends Operational Provisions at Clause 72.03 (What does this Planning Scheme consist of?) to amend the maps listed in the Planning Scheme.
- Amends Operation Provisions at Clause 72.04 (Documents Incorporated into this Planning Scheme) to include Shepparton North Sub-Regional Activity Centre Structure Plan (Mesh Planning, March 2023) as an Incorporated Document.

Any person who may be affected by the Amendment and could make a submission to the planning authority.
The exhibition for this amendment has closed.
The planning authority must make a copy of every submission available at its office for any person to inspect, free of charge, for two months after the Amendment comes into operation or lapses.
