Amendment C192 implements the recommendations of the Greater Shepparton Commercial Activity Centres Strategy, November 2015 (CACS), updating the Municipal Strategic Statement and Schedule 1 to the Activity Centre Zone (ACZ), rezoning Commercial 2 Zone land along Wyndham Street and Benalla Road to ACZ, and rezoning Commercial 1 Zone, Commercial 2 Zone and General Residential Zone land to ACZ to facilitate the redevelopment of Shepparton Marketplace.
The Amendment also provides an increase to the retail floorspace cap at Shepparton Marketplace 15,000sqm to 22,500sqm.
The ACZ is a tailorable, flexible control that allows for a mix of uses and development and simplifies the planning process by replacing zones and overlay controls into one single set of use and development provisions.
The Amendment was exhibited from 7 July 2016 to 8 August 2016 in accordance with the Planning and Environment Act 1987.
An Independent Planning Panel was requested to review proposed Amendment C192 to the Greater Shepparton Planning Scheme and all submissions received during exhibition of the Amendment.
The Panel Hearing took place from 24 July to 10 August 2017 in Shepparton and at Planning Panels Victoria in Spring Street, Melbourne.
At the 20 March 2018 Ordinary Council Meeting, Council resolved to adopt the recommendation of the Panel report in relation to Amendment C192 with post-exhibition changes and submit to the Minister for Planning for approval.
The Minister for Planning approved the Amendment under delegation 21 May 2018. The Amendment came into operation on the date that notice was published in the Government Gazette, being 7 June 2018.
