Initial ground-works at GV Link Enterprise Park, at 250 Toolamba Road, Mooroopna, are well under way, marking a significant milestone in the development of the site.
In Summary
Stage 1 will see the development of a four-lot industrial subdivision across 43 hectares. Topsoil stripping is now complete on lots 1 and 2, equalling 25 hectares (approximately 62 acres) – which is a total of 17 times the size of the Deakin Reserve Oval in Shepparton.
Topsoil stripping is also progressing well on lots 3 and 4, with recent rainfall assisting with dust suppression at the site, creating favourable conditions for the early earthworks.
Detailed planning and finalisation of designs for the roundabout upgrade at Toolamba and Simson Roads is also underway, with Greater Shepparton City Council coordinating the plans alongside the relevant authorities, including Department of Transport, PowerCor and Goulburn Valley Water.
This collaboration ensures the project is delivered efficiently and with as little disruption as possible to residents and businesses, by aligning construction timelines and minimising repeat works in the area.
To facilitate the works, Simson Road has been closed to traffic and will remain closed until 30 October 2025. Detours and reduced speed limits are in place, with local access to Simson Road available via Turnbull Road.
The road has been excavated to subgrade level, and pavement construction is now underway to deliver a stronger, more durable roadway. Drainage works will also be carried out to help protect the new road surface. These works will manage rainwater and groundwater, reducing the risk of damage and helping the road last longer.
Mayor, Councillor Shane Sali, thanked the community for their patience and cooperation while the works commenced.
“It is fantastic to see works now well underway at the site, with the four lots starting to take shape. While speed reductions are in place along Toolamba Road, the works to date have been contained within the subdivision to minimise any disruption to people travelling in and around the area,” he said.
“Council will continue engaging with residents and businesses in Mooroopna while the works are underway. With roundabout works expected to commence in the coming weeks, the initial works will be undertaken within the Simson Road boundaries to reduce any impact on motorists.”
Services corridor planning works to align sewer and water infrastructure are also underway, with preliminary works currently being undertaken in Mooroopna along Echuca Service Road, Alexandra Street, Morrell Street, Ann Street and O’Brien Street. These works will ensure the connection of water, gas and sewerage to the GV Link Enterprise Park site is completed in an efficient manner with minimal disruption to residents.
Stage 1 of GV Link Enterprise Park, being constructed by local contractor BMD, is funded by an $8.5 million investment by the Australian Government, $1,172,966 from the Local Roads Community Infrastructure Program – Department of Transport & Planning, along with a $14.4 million commitment from Council.

GV Link Enterprise Park is an extremely exciting development, and we look forward to seeing works continue to progress over the coming months,” Cr Sali said.
