Bulk Refuse Containers (Skip Bins) and Clothing Bins
Under Greater Shepparton City Council's Community Living Local Law Number 1 2018, clause 3.1: a person must not, without a permit, place a bulk refuse container or clothing bin in a public place.
Public places include any public highway, road, street, bridge, footway, footpath, court, alley, passage, or thoroughfare notwithstanding that it may be formed on private property; and any park, garden or reserve.
Bulk refuse containers (skip bins) on Council land
A “bulk refuse container” means a lidded refuse container having a capacity greater than one cubic metre used for the containment of refuse and waste materials.
To apply for a permit to place a bulk refuse container in a public place, please complete the Bin / Container on Council Land Permit Application form and return the completed application and payment to Council at least 28 days prior to the permit being required.
The permit applicant will be required to demonstrate:
- that the bulk bin cannot be placed on private property
- compliance with the Code of Practice Bulk Bins on Council Land
- that either the applicant or the bin supplier has a minimum of $20 million public liability insurance for the placement of a bulk refuse container on Council land or road.
Clothing bins on Council land
A “clothing bin” means a bin designed for the collection of clothing and other items, and identified as such, for charitable or other purposes.
To apply for a permit to place a clothing bin in a public place, please complete the Bin / Container on Council Land Permit Application form and the Clothing Bin Permit Booklet and return the completed application and payment to Council at least 28 days prior to the permit being required.
The permit applicant will be required to demonstrate:
- that the clothing bin cannot be placed on private property
- completion of the Clothing Bin Permit Booklet to the satisfaction of Council
- that either the applicant or the bin supplier has a minimum of $20 million public liability insurance for the placement of a clothing container on Council land or road.
