Street Appeals and Raffles on Council Land
A Local Laws permit is required to hold a street appeal or raffle on Council land.
Under Council's Community Living Local Law Number 1 2018, clause 4.4, a person must not, without a permit, solicit or collect on a road or Council land, or from house to house, any gifts of money, materials or subscriptions including a raffle, for any purpose.
Raffle Stall on Council Land Permit
To apply for a permit to have a stall for a raffle on Council land; please complete the Street Appeal/Raffle Application Form and return the completed application and payment to Council at least 28 days prior to the permit being required.
The permit applicant will be required to demonstrate that:
- all permits required by the Victorian Commission for Gambling and Liquor Regulation (VCGLR) has been obtained
- permission from local businesses near the proposed location of the raffle have approved the raffle location
- the applicant has a minimum of $20 million public liability insurance.
Street Appeal on Council Land Permit
To apply for a permit to undertake a street appeal including door knocking; please complete the Street Appeal/Raffle Application Form and return the completed application and payment to Council at least 28 days prior to the permit being required.
The permit applicant will be required to demonstrate that:
- all permits required by the VCGLR Victorian Commission for Gambling and Liquor Regulation has been obtained
- permission from local businesses near the proposed location of the raffle have approved the raffle location
- the applicant has a minimum of $20 million public liability insurance.
