A structure plan to guide development in the Shepparton North commercial area along the Goulburn Valley Highway, from Pine Road to just past Wanganui Road, is open for community feedback until 21 October 2022.
In November 2021, Council engaged Mesh Liveable Urban Communities Pty Ltd (Mesh) to prepare a structure plan for Shepparton North.
Following pre-draft community consultation earlier in the year from February to March 2022 with key stakeholders, Victorian government agencies and authorities, land owners and community members, Mesh prepared the Shepparton North Issues, Opportunities and Emerging Challenges Paper (the Key Issues and Opportunities Paper).
The Key Issues and Opportunities Paper outlines Council’s aspirations for Shepparton North including the key influences informing the growth of Shepparton North such as growth constraints, the role of key land uses, and how development can positively contribute to the growth of the area.
It will also determine what form commercial and residential development should take, and what the issues and opportunities are for the transport network.

Mayor, Councillor Shane Sali said that the Structure Plan would guide the long-term development of Shepparton North to serve its growing population.
“The structure plan details a connection between all developments along the Goulburn Valley Highway providing for safer traffic and pedestrian movement in the precinct and importantly creating a hub for the north Shepparton community,” he said.
“The area can be provided with services along with retail and hospitality businesses. This potentially could include a medical centre, maternal and child health, and other services for the community.
“At this stage we want residents and businesses in the area to have a look at the plan and provide feedback. We are encouraging all residents and business owners to get involved in the development of this exciting early phase in the preparation of a structure plan. Now is the time to have your say.”
Council will now undertake additional community consultation with relevant landowners, referral authorities and agencies, and other stakeholders on the Key Issues and Opportunities Paper. Council will then consider this item at a future Council Meeting following the completion of the consultation process.
An indicative boundary for the structure plan is included in the map below and this will be further refined through future community consultation processes. A final structure plan will be prepared in early 2023.
