GSCC CEO Gavin Cator resigns

It is with regret that Greater Shepparton City Council has accepted the resignation of CEO Gavin Cator.

Gavin has been with GSCC for the past three and a half years commencing in the role in January 2012. During his time at GSCC Gavin has led Council through a significant organisational and cultural review, which has led to efficiency gains and major improvement of service delivery to our community.

Gavin was tasked on his commencement to undertake this review and has guided a large organisational change process that was undertaken with staff involvement and consultation.

During his time at Council there has been an improvement in community satisfaction as could be seen in the 2014 state-wide survey. Other achievements include:

  • improved Operational budget position with operational budgets increasing by 0.9%, 0.9% and 1.7% over his time, which has been lower than inflation, while service delivery has not been impacted;
  • the review of the rating structure;
  • improvement to Council’s Community Engagement and Community Planning Programs;
  • improvement to the completion of Council's Capital Works Program, which will see a record amount spent on Capital works in 2014/15;
  • the introduction of new organisational structures to gain accountability and efficiencies;
  • the introduction of an accountability framework for senior leaders and staff in the organisation;
  • the introduction of measures to improve Council's environmental sustainability by reducing Council’s carbon footprint;
  • review of all Council policies;
  • improvement to the budget documentation to ensure its transparency;
  • improvement to the systems within the organisation; and
  • improvements to the agenda papers presented to Ordinary Council Meetings.

Council thanks Gavin for his hard work and dedication to his job during the past three and half years and wishes him well in the future.

Gavin’s last day with GSCC will be the 3rd of July 2015 and, in the meantime, Council will commence the process to appoint an acting CEO prior to commencing the search for a permanent replacement.
