In Summary
- Council, in partnership with Goulburn Broken CMA, is undertaking an updated floor level survey across flood-prone areas from mid-April to mid-September 2025.
- The survey covers Kialla, Mooroopna, Shepparton, Shepparton East and North, Toolamba, and rural areas near the Goulburn and Broken Rivers, and Sevens and Castle Creeks.
- Surveyors from Onleys Consulting Pty Ltd will collect GPS-measured data from front doorsteps only – they will not need access inside homes.
- The data will improve emergency planning, evacuation readiness, flood mapping, and support insurance pricing and land-use decisions for the region.
The survey, undertaken in partnership with the Goulburn Broken Catchment Management Authority (CMA), will cover Kialla, Mooroopna, Shepparton, Shepparton East and North, Toolamba, and surrounding rural areas along the Goulburn and Broken Rivers, as well as Sevens and Castle Creeks.
The updated survey will supplement data from the original Floodplain Management Study (2002) and support the Victoria State Emergency Service (VICSES) and other emergency agencies in planning for and responding to potential flood events, including evacuation procedures if required.
Council has appointed Onleys Consulting Pty Ltd to conduct the survey, which will take place from mid-April to mid-September. Surveyors will require access to the front doorstep of properties to collect GPS-measured floor level data but will not need to enter homes or outbuildings. All surveyors will carry identification and a letter from the Council authorising their work.
Director Sustainable Development, Geraldine Christou, said the updated survey was an important step in improving flood risk management for the region.
“This project is a vital investment in our community’s safety and resilience. By updating flood mapping and intelligence, we can better prepare for and respond to future flood events,” she said.
“The data collected will enhance the Goulburn Broken Flood Intelligence Portal, which provides crucial information for emergency planning, land-use decisions, and insurance pricing. It will also help refine the Municipal Flood Emergency Plan to ensure our region is as prepared as possible.”
The survey is funded through a grant secured by Greater Shepparton City Council under the National Partnership Agreement for Disaster Risk Reduction, administered by Emergency Management Victoria.
This initiative aligns with the Goulburn Broken Regional Floodplain Management Strategy, focusing on improving total flood warning systems, land-use planning, and municipal emergency preparedness.
