294 McLennan Street (part of), Mooroopna

Greater Shepparton City Council (Council) is preparing a planning scheme amendment seeking to rezone part of the land at 294 McLennan Street, Mooroopna for residential development.

Background

The Greater Shepparton Housing Strategy 2011 (GSHS) guides the long term identification and provision of residential land within Greater Shepparton. The implementation of the GSHS included framework plans and identified residential Investigation Areas in the Planning Scheme to guide future residential development, subject to further site investigations. In the GSHS, land to the west of Mooroopna is identified as the Mooroopna West Growth Corridor (MWGC) for future conventional residential development.

The Public Acquisition Overlay was applied to the majority of the land at 294 McLennan Street, Mooroopna (the land) in order to realise regional infrastructure. PAO10 was applied to all land required to formalise the adjacent floodway to provide flood storage and conveyance of floodwaters to support residential development within the MWGC. Council acquired all of the land approximately ten years ago for these purposes and formalised the adjacent floodway to support the development of the Westwood Run residential estate to the east.

The land is currently zoned Farming Zone and the floodway that bisects the land is zoned Urban Floodway Zone. That portion of the land zoned Farming Zone to the north-east was identified for conventional residential development in the structure plan guiding all development in the MWGC. The remaining land within the Farming Zone and Urban Floodway Zone will not be rezoned.

Once the site investigations are complete, Council intends to prepare a planning scheme amendment to rezone the north-eastern portion of the land to Neighbourhood Residential Zone. The development of the land will be guided by the structure plan for the MWGC.

Next Steps

Council is currently progressing/progressed several background assessments to inform the preparation of a planning scheme amendment to rezone part of the land at 294 McLennan Street, Mooroopna including:

  • An Ecological Assessment – Council has engaged Ecological and Heritage Partners Pty Ltd to undertake this work. The assessment will identify the extent and type of native vegetation present within the study area.
  • A Bushfire Impact Assessment – Council has engaged Practical Ecology Pty Ltd to undertake this work. The Bushfire Impact Assessment will identify any bushfire risks and provide a list of recommendations based on the determined bushfire risk. A final draft was received by Council.
  • A Soil Contamination Assessment Report – Council has engaged WSP Australia Pty Ltd to undertake this work. The Soil Contamination Assessment Report will provide recommendations on the suitability of sensitive land uses (e.g. residential development) to be accommodated on the land and outline if any further detailed soil contamination assessments are required. A final draft was received by Council.

Following the completion of all background documents, a planning scheme amendment will be prepared to rezone part of the land at 294 McLennan Street, Mooroopna for future residential purposes.
