Strategic Review of Tatura Industrial Land, City of Greater Shepparton, 2011

The Strategic Review of Tatura Industrial Land, City of Greater Shepparton, June 2011 was adopted by Council on 19 July 2011.

With the assistance of Regional Development Victoria (RDV) and the Department of Business and Innovation (DBI), Council undertook the Greater Shepparton Planning Scheme Strategic Review of Tatura Industrial Land, June 2011 (the Review) of the existing suite of planning controls that apply to three industrial sites in Tatura:

  • Tatura abattoirs;
  • Tatura Milk Industries (TMI); and
  • Unilever

The Review included:

  • Consideration of all relevant strategic planning issues;
  • An analysis of the relevance of the existing Municipal Strategic Statement (MSS) of the Greater Shepparton Planning Scheme and local polices;
  • A commentary on the adequacy of existing zones, overlays and schedules (as appropriate) on the three sites;
  • An analysis of options for alternative zones, overlays and schedules;
  • Recommendations on modified zones, overlays and schedules; and
  • Provision of a suite of modified (draft) planning controls for the three sites.

On 19 July 2011, Council resolved to adopt the Review.

So far, the 2011 ‘Review’ has provided the strategic justification for two planning scheme amendments to the Greater Shepparton Planning Scheme being:

  • Amendment C151 for Tatura Milk Industries, which was approved by the Minister for Planning and gazetted on 6 December 2012. Amendment C151:
    • rezoned land owned by Tatura Milk Industries to Special Use Zone, Schedule 9, and made changes to local policy and introduced the Tatura Milk Industries Master Plan 2011 as an Incorporated Document in the Schedule to Clause 81.01.
  • Amendment C170 for the Unilever site, which was approved by the Minister for Planning and gazetted on 10 December 2015. Amendment C170:
    • Rezoned land owned by Unilever to the Special Use Zone, Schedule 11, and made changes to local policy and introduced the Unilever Tatura Master Plan 2014 as an Incorporated Document in the Schedule to Clause 81.01.

On 22 November 2016, Council resolved to adopt the Greater Shepparton Planning Scheme Strategic Review of Tatura Industrial Land Addendum Report (Interim): Tatura Abattoirs Site, June 2016 (Addendum Report). The Addendum Report concluded that, in the short term, the rezoning of the land owned by Tatura Abattoirs to the Special Use Zone did not need to be implemented given that Planning Permit 2005-28(J) granted in September 2015 already accommodates any likely future growth of the facility in the short to medium term.

A new tailor made zone and schedule is recommended for the Tatura Abattoirs site in the longer term.
