Planning Panel Hearing – Amendment C168 and Amendment C224

Greater Shepparton City Council has prepared Amendment C168 and Amendment C224 to the Greater Shepparton Planning Scheme.

On Monday, 28 June, and Tuesday, 29 June 2021, Planning Panels Victoria heard submissions to Amendment C168 and Amendment C224 to the Greater Shepparton Planning Scheme.

While the hearing was not open to the public due to COVID-19 restrictions, the Hearing was livestreamed on this page during the following sessions:

  • Monday June 28 2021 — 10am to 3:30pm
  • Tuesday June 29 2021 — 10am to 4:30pm

Amendment C168 applies to land identified in the Toolamba Precinct Structure Plan, September 2018, being 19 Londregan Lane, Toolamba and part of 335 Rutherford Road, Toolamba (lots 4 and 5 on TP825016).

The Amendment has been made at the request of Chris Smith and Associates Pty Ltd on behalf of the land owner of 335 Rutherford Road, Toolamba.

The Amendment proposes to rezone land from the Farming Zone – Schedule 1 to the Urban Growth Zone – Schedule 3 and implements the Toolamba Precinct Structure Plan, September 2018 into the Greater Shepparton Planning Scheme as an incorporated document.

Amendment C224 proposes to implement the Toolamba Growth Plan 2020 and the Toolamba Housing and Streetscape Typologies 2020 into the Greater Shepparton Planning Scheme.

The amendment applies to land identified in the Toolamba Growth Plan 2020, being the township of Toolamba and a further area that is generally bounded by the Public Acquisition Overlay for the Goulburn Valley Highway Shepparton Bypass to the west and south, the Shepparton Regional Park to the east, and Pogue Road to the north.

The Amendment proposes to implement Toolamba Growth Plan 2020 and the Toolamba Housing and Streetscape Typologies 2020 as Reference Documents, and to apply a Design and Development Overlay to the area designated for short term residential development, being 19 Londregan Lane, Toolamba and part of 335 Rutherford Road, Toolamba (lots 4 and 5 on TP825016).

Amendment C168 is proceeding concurrently with Amendment C224, which proposes to implement the Toolamba Growth Plan 2020 and the Toolamba Housing and Streetscape Typologies 2020 as Reference Documents, and to apply a Design and Development Overlay to the area designated for short term residential development, being 19 Londregan Lane, Toolamba and part of 335 Rutherford Road, Toolamba (lots 4 and 5 on TP825016).

The Amendments were placed on public exhibition from Thursday, 11 March 2021 to Monday, 19 April 2021. A total of 34 submissions were received to each Amendment (some jointly), and these have been referred to an independent Planning Panel for consideration.
